It’s high time for the United States to recover the numerical superiority.

As the U.S. land wars in the Middle East fade into obscurity, Washington is slowly bracing itself for the naval age that will dominate the twenty-first century. Inherently a maritime nation, the future of America’s role in the world will be determined by its sea power. In light of China’s entrance into the global commons, no other military branch is flexible enough to respond to Beijing’s challenge and maintain the balance-of-power in the Indo-Pacific. But despite its unmatched technological superiority, the Navy has the numbers problem as a result of self-inflicted disarmament of the United States. 

Due to perceived low-level maritime threats such as piracy and smuggling in the seas, the U.S. Navy was reduced dramatically in the aftermath of the Cold War. There were simply no great power competitors to challenge the American primacy in the seas. The Soviet Union was gone and the Russian navy came close to extinction. Former Secretary of Navy John Lehman’s six-hundred-ship Navy had prevailed over the adversary. As such, by 1998 the Navy had fallen to 350 ships from 592 (1989). Furthermore, the 2012 White House strategy called for decommissioning additional warships including several Ticonderoga-class cruisers. Then Secretary of Navy Ray Mabus justified the reduction citing the growing technological capabilities of American warships. In 2015, the U.S. Navy fell to 271 ships.

While the U.S. decommissioned its warships, Russia and China began their modernization programs. Before becoming a president, Vladimir Putin was actively involved in the council of navy in 1997. It’s been long speculated that Putin was behind Russia’s first president Boris Yeltsin’s decision to appoint Admiral Kuroyedov to save the sinking fleet. In 1999 Putin chaired the Russia Security Council meeting where he openly advocated for restoring the might of the navy hinting that Russia cannot be a great power without a potent naval force. He took this further as a president in 2000 by partaking in exercises of the Northern Fleet and spending the night aboard Delta IV SSBN. Pundits have qualified this move as a lobbying attempt by navy command to request funds to rebuild Typhoon SSBNs.

China will show off new warships including nuclear submarines and destroyers at a parade next week marking 70 years since its navy’s founding, a senior commander said on Saturday, as Beijing flexes its increasingly well-equipped military muscle.

President Xi Jinping is overseeing a sweeping plan to refurbish the People’s Liberation Army (PLA) by developing everything from stealth jets to aircraft carriers as China ramps up its presence in the South China Sea and around self-ruled Taiwan.

The navy has been a key beneficiary of the modernization plan as China looks to project power far from the country’s shores and protect its trading routes and citizens overseas.

Last month, Beijing unveiled a target of 7.5 percent rise in defense spending for this year, a slower rate than last year but still outpacing China’s economic growth target.

Deputy naval commander Qiu Yanpeng told reporters in the eastern city of Qingdao that Tuesday’s naval parade – likely to be overseen by Xi himself, though China has not confirmed that – will feature 32 vessels and 39 aircraft. “The PLA Navy ship and aircraft to be revealed are the Liaoning aircraft carrier, new types of nuclear submarines, new types of destroyers, as well as fighter aircraft,” Qiu said, without giving details. “Some ships will be revealed for the first time.”

The Liaoning, the country’s first carrier, was bought second-hand from Ukraine in 1998 and refitted in China. It’s not clear if China’s second carrier, an as-yet unnamed ship developed and built purely in China, will also take part, but in the past few days state media has run stories praising recent sea trials.

Around a dozen foreign navies are also taking part. While Qiu did not give an exact number, China has announced the parade would include ships from Russia, Singapore, India, Thailand and Vietnam – which frequently complains of Chinese military activity in the disputed South China Sea.

China’s last naval battles were with the Vietnamese in the South China Sea, in 1974 and 1988, though these were relatively minor skirmishes. Chinese navy ships have also participated in international anti-piracy patrols off Somalia’s coast since late 2008.

Strong Navy ‘Essential’

Qiu reiterated China’s frequent stance that its armed forces

are not a threat to anyone and that no matter what happens it will never “pursue hegemony.”

“It is fair to say that the PLA Navy has not brought war or turbulence to any place,” Qiu said. 

But China has been scared by its past and needs good defenses at sea, h added.

“A strong navy is essential for building a strong maritime country,” Qiu said. “From 1840 to 1949, China was invaded by foreign powers from the sea more than 470 times, which caused untold suffering and deep wounds to the Chinese nation.”

China has frequently had to rebuff concerns about its military intentions, especially as military spending continues to scale new heights.

Beijing says it has nothing to hide, and has invited foreign media to cover next week’s naval parade and related activities, including a keynote speech by navy chief Shen Jinlong, who is close to Xi.

Zhang Junshe, a researcher at the PLA’s Naval Research Academy, told reporters after Qiu had spoken that inviting foreign navies to take part in the parade was a sign of China’s openness and self-confidence, noting China had also done this for the 60th anniversary in 2009.

“New nuclear submarines and new warships will be shown – this further goes to show that China’s navy is open and transparent,” said Zhang.

Good Friday religious processions in Nicaragua’s capital took on a political tone as people seized an opportunity to renew protests against the government of President Daniel Ortega.

As hundreds of faithful walked in a traditional Stations of the Cross procession to the city’s cathedral, dozens of protesters shouted for justice and carried wooden crosses bearing the names of those who died during the past year of protests. They waved the blue-and-white Nicaraguan flag, which has become a symbol of the opposition.

When the protest continued outside the cathedral, riot police moved in to disperse them with deafening sound grenade-type devices and tear gas. Some young protesters threw rocks and sought shelter among the faithful inside the cathedral’s gates. Police surrounded the site.

Vatican mediating

Jose Pallais, a member of the opposition Civic Alliance who has participated in a dialogue with the government, said the Vatican’s ambassador Waldemar Sommertag was mediating between authorities and the opposition to win the safe passage of the protesters out of the cathedral.

Some protesters later left the cathedral, but late in the afternoon police were still outside the site and about 100 protesters remained inside, afraid to come out, Pallais said.

Pallais said he had heard of two injuries, including a young woman injured by a tear gas canister.

The National Police said in a statement they knew of no injuries and had arrested no one. They said masked protesters armed with rocks, homemade mortars and some with guns infiltrated the procession and then hid on the grounds of the cathedral.

​Police thwart earlier protests

On Wednesday, an overwhelming police presence scuttled a scheduled opposition march to mark the anniversary of the protests. Public demonstrations have been effectively banned in Nicaragua since last year.

Friday was the anniversary of the first three deaths after the government and armed supporters moved to quash the protests last year.

The Inter-American Commission on Human Rights says at least 325 people have died in the protests and government crackdown. Protests began in response to social security cuts and expanded to calls for Ortega’s ouster.

Ortega has maintained that last year’s protests were an attempted coup orchestrated by forces outside the country. International observers have found no evidence of a plot to overthrow of the one-time revolutionary who led the ouster of Anastasio Somoza in 1979.

More US sanctions

This week U.S. National Security Adviser John Bolton announced additional sanctions against Nicaragua, European politicians called on the European Union to impose its own and Canada confirmed that it had cut nearly $20 million in direct aid to Ortega’s government.

James K. Hill, Canada’s ambassador to Nicaragua, Costa Rica and Honduras told the AP this week that repression by Nicaraguan authorities had led to the suspension of the financial support.

“Canada is concerned by the human rights situation and considers the repressive actions of the government unacceptable,” Hill said in a written response to the AP.

The government typically uses such direct foreign assistance to support its general budget. Canada suspended the assistance in August, but the government only confirmed it following a news report this week.

Hill said the aid carries conditions and wouldn’t be renewed until “there is satisfactory evidence of improvement with respect to the state of human rights in Nicaragua, which would be reported by independent sources.”

Canada continues to provide development assistance in Nicaragua — averaging about $15 million annually — through international and non-governmental organizations.

Just this week, former Massachusetts Governor William Weld threw his hat in the ring to challenge Donald Trump for the 2020 Republican nomination for president, while calling out Trump’s Attorney General William Barr for pandering to the pro-Trump conspiracy theorists. During his testimony before the Senate Appropriations subcommittee last week, Barr stated, “I think spying did occur. But the question is whether it was adequately predicated, and I’m not suggesting it wasn’t adequately predicated, but I need to explore that.”


While most sane people quickly called out Barr for his inappropriate use of debunked conspiracy theories, Barr’s antics were sure to make Trump happy. Bill Weld made the case that the investigation into Trump’s campaign, given the vast evidence of wrongdoing, was appropriate. Weld said that “When an agency opens an investigation, it may be a lot of things, it may be bad news for the target. But it’s not spying. It’s just opening an investigation.”



Despite Weld being a relatively little known political figure on the national stage, his decision to primary Trump is rather substantial. Given the history of incumbent presidents being primaried during their reelection campaign, this does not bode well for Trump. Going back to just after Richard Nixon resigned the presidency, no incumbent president has ever won reelection following a legitimate primary challenge.



When Gerald Ford took over after Nixon’s resignation, he was later primaried by Ronald Reagan. While Ford would succeed in winning the Republican nomination, he would go on to lose in the general election to Jimmy Carter. Just four years later, Ted Kennedy attempted to win the Democratic nomination in a challenge to Carter. Just like the previous election, the sitting president won the primary but lost the presidential election. The same can be said about the 1992 election when George H.W. Bush won the primary against Pat Buchanan but lost to Bill Clinton.


While an incumbent president has not faced a real primary challenge in decades, the history appears to be straightforward. It would seem that presidents are only challenged by their own party when there are reasons to doubt their ability to be reelected. Weld’s decision to go up against Trump for the 2020 Republican nomination only benefits the Democratic candidates going into the most important presidential election of our lifetime.
