Only 58 percent of Russian men will live to 65, the new pension age, a figure that is one percent less than the share of Russian men who lived to that age in 1962, a devastating result given all the Kremlin’s claims and all the progress that has been made by medicine in the intervening decades, Alena Popova says.

The reason that Moscow officials can claim progress in boosting life expectancy is that they have succeeded in driving down infant mortality, deaths before the age of one that have the greatest impact on the average age, and invariably cite life expectancy from birth rather than life expectancy from age 20 or more.

The social activist shared these disturbing figures on her Facebook account at  facebook.com/popova.alyona/posts/2497073736979818.They have now been republished by Novyye izvestiya atnewizv.ru/article/general/09-07-2019/tsifra-dnya-muzhchiny-v-rossii-zhivut-menshe-chem-v-sssr-60-let-nazad.

“How in such a situation is it possible to raise the pension year?” Popova asks. “We have mortality rates among working age men which remain at the level of the poorest African country. In Europe, the indicators are entirely different. In Switzerland and Sweden, 90 percent of men live to 65, and in Italy, the Netherlands and Norway 89 percent do.

More to the point, “almost all cases of deaths in the working age population could be avoided. These are preventable diseases, alcoholism, smoking, jail, accidents, murders and suicides,” the activist says.  But all of those require greater investment in health care and social supports not less.

Unfortunately, as other analysts are pointing out, the Russian government is moving in exactly the opposite direction, spending less on health care than it did in the name of “optimization” and thus making it likely the it will not be able to do much about the mortality figures however much it talks about them (ng.ru/health/2019-07-09/7_7618_people.html).

The Russian government can take credit for driving down infant mortality and boosting life expectancy figures that way, but now there is little room for additional improvements there, and the Kremlin will have to commit to spending more on health care and fighting social pathologies rather than doing just the reverse.

And consequently, as sociologist and commentator Yevgeny Gontmakher points out in Moskovsky komsomolets today, the Russian population will continue to fall unless the powers that be attract far more immigrants than seems likely or than the indigenous Russian population is likely to tolerate (mk.ru/social/2019/07/09/demografiyu-ne-obmanesh-rossiyskoe-naselenie-obrecheno-na-ubyl.html).

A man was swept over Niagara Falls early Tuesday morning, and survived.

Niagara Parks Police in Ontario, Canada, responded to a man they described as being “in crisis” in the early hours of the morning, only to find him climbing over the retaining wall, a stone barrier that separates the waterfall from its visitors. The man was quickly swept over Horseshoe Falls, but was later found sitting on rocks in the Lower Niagara River at the falls’ base without any life-threatening injuries, according to tweets from the police department. He was taken to the hospital for treatment.

The man’s identity has not been released. Reached for a statement, Niagara Parks Police told TIME that they would not be releasing any more information about the incident at this time.

Horseshoe Falls, which lies between the U.S.-Canada border, is the largest of the three waterfalls that make up Niagara, standing at 167 ft. (or roughly 15.5 stories) high, with upstream rapids that reach 25mph. The whirlpool rapids at the bottom of the fall can reach 30mph.

Niagara Falls Mayor Jim Diodati told The Buffalo News he thinks that the record-setting high water levels from the nearby lakes might have helped the man survive his fall. Niagara Falls is responsible for draining Lake Erie and Lake Ontario; The Washington Post reports that many areas in the Great Lakes region have experienced 150 to 200% of their yearly precipitation rates this year, causing flooding.

This event occurred on the 59th anniversary of 7-year-old Roger Woodward surviving a fall from Horseshoe Falls with only a lifejacket on. with his sister and a family friend, Woodward was involved in a boating accident just upstream from the falls on July 9, 1960, and he was swept over. His sister was able to be rescued before she went over, but their family friend died. There are only a few other known survivors of Niagara Falls who went over without any protection including an unidentified man in 2012, a Canadian man in 2009, and Kirk Jones in 2003. Jones, whose body was found in Niagara River in 2017, is thought to have died after attempting to go over the falls again in an inflatable ball.

Elected officials are calling for a halt to the demolition of a historic industrial building on the banks of the Gowanus Canal.

U.S. Rep Nydia Velazquez and City Councilmember Carlos Menchaca sent a letter to Joseph Chetrit asking him to give “full and fair consideration” to their constituents’ pleas to preserve the S.W. Bowne Grain Storehouse — and to phone the elected officials’ staff members to discuss the matter.

The 1880s building is “the most visible 19th-century warehouse on the Gowanus Canal” and is eligible for inclusion on the National Register of Historic Places, the July 5 letter to the Chetrit Group says.

The four-story storehouse is at 595 Smith St. on the Red Hook end of the canal.

The city Buildings Department issued a demolition permit for the building in February. Workers have torn down the S.W. Bowne Grain Storehouse’s roof and part of the wall on its south end. But demolition has been temporarily halted by a Stop Work Order the Buildings Department issued on June 27 for safety violations.

On Tuesday, in compliance with that order, there was no demolition being done at the site when I stopped by for a visit.

From March through early May, there was also a hiatus in the demolition because of another Stop Work Order.

Part of the roof was already missing even before demolition began because of a two-alarm June 2018 fire that the FDNY says was “deliberately set.”

‘The Empire State Building of the Gowanus Canal’

Velazquez and Menchaca’s letter says that because the city Planning Department is considering rezoning the canal area and the Landmarks Preservation Commission is focused on it, too, “it is important that as much of the area’s unique history is preserved as possible.”

Their letter calls the Gowanus Canal area “a significant piece of New York’s maritime industrial history” and says the canal helped transform Brooklyn into one of America’s fastest-growing cities.

Historic Districts Council Executive Director Simeon Bankoff told the Brooklyn Eagle that preservationists are “very encouraged” by the support from Velazquez and Menchaca.

“We hope that with their advocacy, a positive resolution for and reuse of this important historic building can be attained,” Bankoff said.

“The Bowne Storehouse is the Empire State Building of the Gowanus Canal. It’s a true landmark for the area and must be retained and repaired,” he added.

The Historic Districts Council is a member of the Gowanus Landmarking Coalition, which has been leading a campaign to save the S.W. Bowne Grain Storehouse.

‘A solution that respects our local communities’

A spokesperson for the Gowanus Landmarking Coalition told the Eagle the Bowne building “should be retained to help tell the story of maritime commerce in Brooklyn” because it is “one of the last structures of its kind remaining along the Gowanus Canal.”

The group called on the property owner to meet with elected officials “to devise a solution that respects our local communities,” the spokesperson said.

The Bowne building was constructed in the 1880s as a processing site for hay, feed and grain for New York City’s horses.

The Chetrit Group bought the building in 2007 as part of a package of properties for which it paid $14.5 million, city Finance Department records indicate.

Chetrit Group executives did not respond to a request for comment about Velazquez and Menchaca’s letter.

He donated at least $188,126 to federal candidates between 1987 and 2005, most of it to Democrats, peaking around Hillary Clinton’s campaign for the United States Senate in 2000. He gave $40,000 to groups supporting her then.

Former Senator Robert Torricelli, who led the Senate Democrats’ campaign arm in that election cycle, said on Tuesday that he had never met Mr. Epstein or spoken with him. Robert Zimmerman, who raised funds for Mrs. Clinton’s Senate race, said that he did not recall any interactions with Mr. Epstein.

He has given money to only two federal candidates since his 2008 criminal case, one of them being Stacey Plaskett, the Democratic congressional delegate from the Virgin Islands, where he has a home. Ms. Plaskett said on Tuesday that she would give the money to charity.

Sometimes Mr. Epstein’s donations were unexpected and unwanted. Last October, he made an unsolicited $10,000 donation online to the Democratic Congressional Campaign Committee. The committee’s finance staff returned it, a former committee official said.

Private as he was, Mr. Epstein was apparently concerned about what the public thought of him. A mutual friend arranged for him to meet R. Couri Hay, a public relations consultant. Mr. Hay said on Monday that their first meeting, at Mr. Epstein’s townhouse, took place three years ago.

Mr. Epstein was not ready to re-emerge in the public eye — not then, anyway. Three months ago, Mr. Epstein called and invited him over to discuss damage control, Mr. Hay said.

“He hates every story starting with ‘billionaire pervert,’” Mr. Hay said. “Jeffrey had long stories about the difference between pedophilia with very young children and tweens and teens a little older.” He added, “It was his way of trying to talk his way around it.”

Mr. Hay said he ultimately declined to work for Mr. Epstein. He said he had misgivings about Mr. Epstein’s sincerity.
